Receiving message 'USER X currently has N pending, submitted or partially submitted purchase requests.' and won't allow the user to be disabled.

To resolve this, the Purchase Requests referenced by the error message must be identified and then progressed or removed from the system. For example, pending could be deleted whilst submitted could be rejected and deleted.
