This is usually caused by the user in question's security profile, having access to their own projects only, instead of being able to see all as per other profiles.

To resolve this issue:
Log in to FocalPoint Administrator
Click System Control, Security Profiles
Select the profile of the user affected and click Edit
On the Project Costing tab, under the header of Project Management, ensure Project View and Default Project View are both set to All.
Click OK to save changes.
