This will be down to the permissions on the Security Profile that the user is in.
Access cannot change permissions for users as we do not have authority and so you will need to speak to an existing system administrator to ask them to change the permissions.

Please be aware that changing the permissions on a profile will affect all users in that profile.
Log into FocalPoint Administrator
Browse to System Control, Security Profiles
Select the profile that the affected user is in and click Edit
Click on the Security tab
Highlight the System Option folder in the left hand list
Enable Show Menu in the right hand list - double click on an option to enable or disable it
Highlight the System Control folder
Enable Show Menu in the right hand list - double click on an option to enable or disable it
Click OK to save the changes
