By default in all Access Hosted environments, only the top-level Hosting.Admin account has permission to create new user accounts as part of the security processes for hosted environments. If you need additional users to be able to do this, contact support and request a copy of the elevated permissions form. Once completed and returned, the team will request that the hosting department provide the elevated permissions for the relevant users.
