Performance degradation can be caused by many things, mostly environmental, but occasionally data related issues.

Unless you are hosted with Access, it will be your own IT team's responsibility to investigate the issues in the first instance.

Some ideas of what to look into are below, however this list is not exhaustive and your IT should do a full investigation using all tools at their disposal:
Does the web server which hosts the FocalPoint website have enough free memory to operate effectively?
Does the SQL server where the database(s) sit have enough free memory to operate effectively?
Is there any security software on either server which is blocking anything or affecting performance?
Check Activity Monitor within SQL Server Management Studio to investigate whether there are any locks in the database and clear those locks down if possible.
If all users are in one location, confirm that the internet and network connections are fully functioning
If users are connecting from multiple locations, confirm that the method of connecting is not suffering any issues
Is anyone running any heavy reports either through AOI or otherwise, which could be using bandwidth
